What does this MR do and why?

Describe in detail what your merge request does and why.

I was trying to run https://odo.dev on our www-gitlab-com but the provided .devfile.yaml references a base image that is not available for arm64.

This merge request fixes a bug in the provisioning script and starts building the two www-gitlab-com images for arm64.
