Update go 1.22 to use go1.22.1-1-openssl-fips git tag
What does this MR do and why?
This MR updates the logic around determining which FIPS branch for which go version to be a little less complicated.
It also updates go 1.22 to use the go1.22.1-1-openssl-fips git tag as well as the other versions to use tags.
