Bump Ruby image to 3.1 and Helm version to 3.9.4
What does this MR do and why?
This MR updates both the Ruby version used by default, aligned with https://gitlab.com/gitlab-org/charts/gitlab/-/blob/master/.gitlab-ci.yml?ref_type=heads#L572, and the minimum Helm version to be aligned with https://gitlab.com/gitlab-org/charts/gitlab/-/blob/master/.gitlab-ci.yml?ref_type=heads#L32 (recently merged in gitlab-org/charts/gitlab!3451 (merged))
Filename has been renamed for convenience.
The resulting image will be used in https://gitlab.com/gitlab-org/charts/gitlab/-/blob/master/.gitlab-ci.yml?ref_type=heads#L28 and https://gitlab.com/gitlab-org/charts/gitlab/-/blob/master/.gitlab-ci.yml?ref_type=heads#L913 for consolidation.
