Follow-up of !709 (merged)
Pre-requisite step to #129

What does this MR do and why?

This MR introduces debian OS in slim version to experiment with using this hopefully smaller image in the CI.

Once we use that image in the CI, we'll be able to just remove the regular "debian:bullseye" version.
