Charts build image: Add 'vcluster' binary
Adds 'vcluster' binary to the Charts build base image.

Confirm that the relevant MR pipeline is passing.
The image is implemented as a temporary override of the image that will be reverted once this MR is merged - see gitlab-org/charts/gitlab!3378 (comment 1550469094).
