Add additional ubi8 dependencies for building ruby

What does this MR do and why?

Fixes ruby 3.1 and ruby 3.2 builds for ubi8. None of the ubi jobs currently are using ubi 3.1 or 3.2 but that's set to change in !669 (merged)
