Add golangci-lint version to image tag

What does this MR do and why?

Include the golangci-lint version (v1.50) in the name/images tag of the docker file. This allows projects/pipelines to pin a golangci-lint version and explicitly upgrade (by modifying the tag) after checking for possible rule changes.

This avoids problems as discussed in !613 (comment 1190389149)
