Add chrome 109 to build matrix

What does this MR do and why?

• Add chrome version 109
• Add ability to set a separate chromium version. Unfortunately arm chromium releases are not always in sync with amd chromium and chrome releases. This allows to set a different chromium version so that we are still able to bump major versions
