Draft: Move docker and chrome install to end of the dockerfile

What does this MR do and why?

Chrome and docker are probably the most frequently updated libs. Due to chrome being at the very beginning of dockerfile, we end up reinstalling most of the tools on every chrome update.

This simply moves chrome installation to the very end of the dockerfile to preserve most of the cache
