Draft: Support building components in UBI
What does this MR do and why?
Add necessary building blocks for having UBI variants of various images. Modify the install scripts of various components to support building on UBI OS.
The components immediately required for Gitaly are being tackled in !559 (merged). This one handles the remaining ones.
