Deprecate gitlab-charts-build-base-helm-3 (Helm 3.4) image tag

What does this MR do and why?

Deprecate :gitlab-charts-build-base-helm-3 (Helm 3.4.1, Ruby 2.6.5, kubectl 1.16.4) image tag in favor of :gitlab-charts-build-base-helm-3.7 (Helm 3.7.2, Ruby 2.7.6, kubectl 1.20.15).

This tag was originally introduced in !106 (merged) in 2018-07 (about 4 years ago), and then updated and renamed some times.

Why

  • kubectl 1.19 (and below) was deprecated in 2022-02 via deprecation of Kubernetes 1.20.
    • kubectl 1.16 was deprecated in 2020-12 via deprecation of Kubernetes 1.17.
  • Ruby 2.6 was EOL'd in 2022-03
  • Helm 3.4 supports only for Kubernetes 1.19 - 1.16.
    • while Helm 3.7 supports for Kubernetes 1.22 - 1.19.
