What does this MR do and why?

Updates jemalloc dependency to 5.3.0.

Resolves several behavior regressions introduced in 5.0.0
Optimizations
Breaking Change: Maximum size class allowed in tcache (opt.[lg_]tcache_max) now has an upper bound of 8MiB.

I searched through the gitlab codebase and I do not see use of that breaking change. @stanhu - can you confirm this will not impact us?
