E2E: Custom docker image for gitlab e2e tests

What does this MR do and why?

Describe in detail what your merge request does and why.

Create a base image with dependencies needed for gitlab e2e tests and potentially other qa needs

Also add ability to pass bundler version when installing ruby so it doesn't have to be installed in CI before_script blocks

Action items

• Start the relevant manual jobs in the merge commit pipeline to build the images that were touched.
