Upgrade the default Node.js version from 12.4.0 to 14.16.0 as a system

Upgrades the default Node.js version from 12.4.0 to 14.16.0 as a system while there is no changes on gitlab-build-images images.

Also node-14 will be changed from 14.15.4 to 14.16.0 as intended, while node-12 will not be changed staying with 12.4.0 instead of 12.18.4, which is the same behavior.
