Add python3-crcmod to www-gitlab-com image

This is identical to !297 (merged), except for python 3
Apparently gsutil started using python3. Leaving the python2 version just in case it's needed too.
Not concerned about leaving an extra package, this docker image will likely soon be revisited as part of the www-gitlab-com monorepo move anyway.
