Bump golangci-lint from v1.25.1 to v1.28.1

This MR bumps the version of golangci-lint. Mostly importantly the newer version includes https://github.com/golangci/golangci-lint/commit/c88df8f47380711e63a012aa8f5b9536d27169bb without which, code climate reports will panic.
