Create build images for GitLab with Go 1.14, and remove the Go 1.12 images, as Go 1.12 support is dropped in Gitaly through: gitaly!1976 (merged) and Gitaly supports latest 2 Go versions (1.13 and 1.14): gitaly@f61c92f0

Images will be used in gitlab!28751 (merged)
