WIP: Remove the docs lint Dockerfile

We'll move this over the gitlab-docs project https://gitlab.com/gitlab-com/gitlab-docs/issues/306. Part of gitlab-com&34.

• Merge after https://gitlab.com/gitlab-com/gitlab-docs/issues/306 is resolved.

The image itself should not be removed, as it will be used by the previous stable branches.
