golang: Bump patch versions from 1.24.9 to 1.24.11
This change is necessary because of a vulnerabilities that has been found in 1.24.9.
At the time of committing, there is no corresponding FIPSversion with the fixes, to reverting back to 1.24.11 also for Go 1.25.
