gitcmd: Stop unpacking small packfiles on receive-pack

Git's receive.unpackLimit defaults to 100, so git-receive-pack(1) explodes any received packfile holding fewer than 100 objects into loose objects. Gitaly gains little from loose storage, and once the MVCC backend lands that unpacking adds significant overhead.

Set receive.unpackLimit to 0 for git-receive-pack(1) so received packfiles are always kept as packfiles.
