The concurrency limiter for unauthenticated requests has been running behind a feature flag for some months now. Since it's working properly and successfully limiting unauthenticated requests, it's time to remove the flag.

Further tuning of the limiter can be done through Gitaly's configuration file, including disabling the limiter.
