Back-port Fix chatty loopWriter logs when log level confi... (!6513 - merged) to 16.5.

That MR contains a patch for the Gitaly logger to swallow chatty gRPC transportation logs. It's a small but annoying bug for customers. Many people fired many support requests when they saw such logs.
