Detect object format when creating a backup
With this MR it effectively means that backing up sha256 repos is supported, but they can only be restored when a specific backup ID is used (i.e. not "latest"). Server-side backups already support this via gitlab!132188 (merged), support for non-server-side backups cannot be added until all supported backups have manifest files (next release).
