housekeeping: Remove TODO for unnecessary config cleanup
requested to merge 3987-remove-temporary-code-that-cleans-git-config-of-unnecessary-lines into master
Since the cleanup is not a huge overhead and we can't deterministically determine if we've cleaned up all repos with unnecessary config, lets remove the TODO.
