Generate Ruby's Protobuf sources ad-hoc when building Gem and drop generated code (v15.5 backport)

This MR backports !4982 (merged) to v15.5. This is done so that we can adjust the Gitaly release tooling to stop writing the version.rb file while retaining the ability to publish Protobuf Gems in that version. See release-tools!2016 (comment 1156456897) for more information.
