Remove SetConfig and DeleteConfig RPCs

Patrick Steinhardt requested to merge pks-config-rpcs-cleanup into master

Both the SetConfig and DeleteConfig RPCs have been deprecated: modifying the on-disk config is not supported anymore. Drop both of these RPCs.
