Removal of ruby implementation of the FetchRemote

Go implementation of the FetchRemote works as expected and has no new issues for the time being enabled on gitlab.com. As the next step this change removes ruby implementation of the RPC call and cleans up a feature flag used to switch between implementations.

The feature was enabled by default in the previous release !2872 (merged)
