hooks: PostReceive handled in Go by default
The post receive hook was handled through the Ruby hooks by default, which is changed by this commit after it runs in GitLab.com's production environment well.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
