Add notes to HA design on how to enable strong consistency
It's not currently clear how one enables strong consistency via reference transactions. Let's document this as part of the HA design document.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
