Revert "Merge branch 'jc-deprecate-gitlab-shell-config' into 'master'"

This reverts commit ee267f17, reversing changes made to 645cf75d.

the change passed in an empty http_settings, which bypassed the fallback to the legacy config for things like ca_cert, breaking pushes.
