We use govendor to generate our legal NOTICE file in Gitaly. After upgrading Gitaly to a new version of LabKit, the govendor tool no longer works due to one of the dependencies. The authors of govendor no longer support it nor advise to use it.

This change replaces govendor with a newer tool, go-licenses. This tool is maintained by Google and is reasonably new. It also works with the new version of LabKit.
