Add new operation type DESTRUCTOR

Mateusz Nowotynski requested to merge maxmati/gitaly:add-destroyer-op-type into master

DESTRUCTOR operation type marks operations that fully remove the resource (in example repository). Praefect can use it to properly handle replication.

Solves #2139
