Use simpler data structure for cat-file cache

The data structure introduced by !1203 (merged) is more complex than needed because it builds on library code that doesn't do quite what we need. The glue code makes things complicated.

This MR removes the library introduced by !1203 (merged) and add a data structure that does what we need, which I hope will be easier to maintain.
