WIP Add gitaly-pack-objects

This improves the demo code from https://gitlab.com/gitlab-org/gitaly/tree/jv-test-pack-concat/pack-objects-clone-bundle to something we can merge.

Edit: this is blocked by #1614 (closed) which undermines the idea that we can use a pre-computed bundle file at all.
