Bump gitlab-markup to 1.7.0

This matches the version bump in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/26246.

We need to make sure the same versions are used to save space and to ensure any patches applied in Omnibus get applied to the right version.
