Use danger to apply labels to MRs

For tracking productivity of developers, GitLab now uses labels on merge requests. These are easily forgotten about, and the rules are usually very fuzzy. To combat this, @GitalyBot will apply the labels for us.

While there, I reused some code from gitlab-ce to be more in line with their bot.
