Cache CI dependencies

Zeger-Jan van de Weg requested to merge zj-cache-ci-deps into master

Now this project is using go mod, the cache go uses is located at $GOPATH/pkg/mod. By caching that directory, the jobs might be sped up, and also be less dependent on external services to be up.
