Initial protoc-gen-gitaly for linting proto files

Paul Okstad (ex-GitLab) requested to merge po_protoc_gen_gitaly into zj-proto-write-annotation

Adds the new protoc-gen-gitaly tool and supporting files in order to allow for linting protobuf files for required annotations to designate RPCs for Gitaly HA.

This MR was originally in gitaly!1095 (closed) but it may make more sense to keep it here.
