chore: Fix ci template to only run once in MRs
Unfortunately our latest CI template update still lead to duplicate pipelines in projects. This fixes it by creating one condition for both MR and branch pipelines. This been tested in:
We might still get two pipelines in certain projects but this can and should be fixed with workflow:rules.
