feat: add coreutils and diffutils to images

While alpine comes with a BusyBox diff command it's not GNU compatible. Thus, let's install diffutils.

This will fix the whitespace changes in chore(deps): update dependency opentofu/opentof... (components/opentofu!90 - merged)
