Group testing gems and set max MRs to 5 for version.gitlab.com

This groups testing gems for version.gitlab.com and sets prConcurrentLimit to 5 in order to limit the default MR amount in the wake of a long list of dependencies to update listed in gitlab-org/gitlab-services/version.gitlab.com#38.
