Enable semantic commits for gitlab-elasticsearch-indexer

The groupglobal search is going to enforce conventional commits in https://gitlab.com/gitlab-org/gitlab-elasticsearch-indexer, which means that all renovate-gitlab-bot MRs will have failed CI. This MR enables semanticCommits, which is essentially the same.
