Adding a rule to allow Cube.js to be automatically version bumped and reviewed by groupproduct analytics team members.

This rule will assign @rob.hunt, @jiaan, @elwyn-gitlab to any @cubejs-client package version bumps. We currently make use of two sub-packages:
