Remove Toast UI updates from renovate

This MR stops renovate from watching Toast UI updates. Why isn’t this necessary anymore? We have changed our technical direction for Markdown WYSIWYG editing. We are focusing our resources in developing the Content Editor. We aim to replace Toast UI with the Content Editor in the Static Site Editor eventually.

For this reason, we should avoid investing a lot of time in a major upgrade of this dependency.
