Fix renovate for tofu config in gitlab-community/meta

In Refactor terraform to opentofu (gitlab-community/meta!185 - merged) we migrated from terraform to opentofu. Since then, we haven't got any provider updates because we also moved from a terraform directory to a tofu directory.
