feat: add placeholder pages for Pipelines and Agents with skeleton loaders

This MR includes several usability improvements and placeholder pages for testing:

Changes:

  • Remove Recent activity section from sidebar
  • Remove Quick access title from sidebar
  • Reduce top padding in navbar
  • Rename Issues to Work items in sidebar and page title
  • Create boilerplate Pipelines and Agents pages with placeholder messages and animated skeleton loaders
  • Mark Pipelines and Agents as available in features
  • Add routes for pipelines and agents pages

The placeholder pages include a message indicating they're under development for usability testing, along with animated skeleton loaders to simulate loading content.
