feat: Show SLOs for User Experience SLIs

Description

Consumes the User Experience SLI Apdex SLO data exposed by runbooks and uses it when rendering monthly error budget reports.

This updates the UX SLI section so each SLI is evaluated against its configured Apdex SLO instead of the previous static 99.95% target. Missing SLO data still falls back to 99.95% to preserve existing behavior.

Changes:

• Load user_experience_sli_apdex_slo opportunistically from periodic query output.
• Compare each UX SLI’s availability against its own Apdex SLO.
• Split UX SLIs into over-budget and within-budget sections.
