Extract the repeated horizontal-divider-with-label pattern into a
reusable ChatDivider component. The same markup appeared in three
places (DuoChatConversation, MessageCompaction, VerificationDivider)
with slightly different styling. ChatDivider unifies the pattern with
a parameterized message prop.

- Add src/components/chat/components/chat_divider/chat_divider.vue
- Export ChatDivider from src/index.js
- Use ChatDivider inside DuoChatConversation to replace inline markup
- Add spec, stories, and docs
