Fix alternative pager tooltip placement and button wiggle

What does this MR do?

Follow-up to gitlab!252299 (merged) addressing two review notes from Kaveh on the alternative response pager:

  • The "Next response"/"Previous response" tooltips now appear below the buttons instead of above, so browsing alternatives doesn't require moving the mouse each time (gitlab!252299 (comment 3753845411)).
  • The position text (1/18) now reserves enough width for the widest value it can show, so the next button no longer shifts as the current index's digit count changes (gitlab!252299 (comment 3753845438)).
