fix: Ensure chat suggestion buttons have correct block padding
What does this MR do?
Sometimes the text in chat suggestion buttons wraps to a second line, and currently in production these buttons do not have any top and bottom padding (note that they do have padding in the duo-ui storybook, but that is not an accurate reflection of prod usage). This MR adds explicit block padding to these buttons so that proper spacing is maintained when text wraps.
